Police investigate racially charged Irvine flier as hate incident
The Irvine Police Department is looking into a report of a racially charged flier left in an elevator of Toscana Apartments, a residential complex near the UC Irvine campus.
The flier addresses noise levels within the complex and includes a paragraph in bold text that reads, "We also would like to remind our African American residents to keep conversation volume down and reduce music levels between 10:00 p.m. and 7:00 a.m. Multiple complaints have been made regarding this issue."
According to published reports, a UCI student under the username "teyent_theequeenb" found the flier in a complex elevator on Thursday. The student posted a picture of the flier on Instagram that night.

A security camera captured the taxi making two stops, minutes apart, parking on the freeway shoulder in downtown Los Angeles. Each time, the driver’s door opened and a man got out, jumped a low fence and disappeared into the sprawling construction site of the Da Vinci apartments complex.
The second time he returned to his cab and drove off, the video showed a glow of flames from the unfinished building.
The video recording, described by a source who spoke on condition of anonymity because he was not authorized to discuss the fire, was a key piece of evidence in the investigation into the blaze that destroyed a half-built structure at the Da Vinci late last year and caused tens of millions of dollars in damage.

A two-month manhunt for an ex-LAPD officer accused of murder ended Tuesday when the 27-year-old was arrested in Mexico, authorities said.
Chihuahua state authorities said Henry Solis resisted arrest, but no shots were fired when he was apprehended in Juarez, across the Rio Grande from El Paso, Texas.
Solis told authorities he knew his capture was coming “sooner or later,” Mexican officials said at a news conference.
One state police official said Solis was “hidden among relatives” in the El Mezquital neighborhood where he was arrested. The official, Pablo Ernesto Rocha Acosta, didn’t give specifics about what led investigators to the neighborhood, saying only that Solis’ capture was the result of technology, field work and the exchange of information with United States authorities.
Solis was deported to the U.S. Tuesday evening and will be held in federal custody in El Paso, FBI spokeswoman Laura Eimiller said.

Pakistani tours U.S. calling for end to sectarian violence in homeland
Mohammad Jibran Nasir said it was time for him to do his part to "reclaim Pakistan" after a bombing in his native Karachi killed about 50 people in a Shiite-majority neighborhood. Nasir is Sunni.

"The Sunnis won't sympathize because someone is a Shiite," said Nasir as he sipped from a cup of hot tea in Claremont before a talk at Pomona College. "I mourn the fact that people are not able to mourn the loss of victims. I mourn apathy."
The 2013 bombing, designed to fan sectarian violence between minority Shiite and majority Sunni Muslims, helped inspire the 28-year-old activist to kick off a six-week tour last month of colleges and universities throughout the United States to tell Pakistanis in America that their homeland is "not a nation of Taliban apologists," that together they could find a solution to the religious intolerance and violence back home.

Suspect in killings of wealthy Washington DC family arrested
Authorities have arrested an ex-convict who was accused in the killings of a wealthy Washington family and their housekeeper.
Members of a fugitive task force arrested Daron Dylon Wint, 34, on Thursday around 11 p.m., about a week after authorities said the family was killed and their mansion set on fire. Wint has been charged with first-degree murder while armed, D.C. police and the U.S. Marshals Service said.
Police have not detailed why Wint would want to kill 46-year-old Savvas Savopoulos; his 47-year-old wife, Amy; their son, Philip; and housekeeper Veralicia Figueroa. Three of the four victims had been stabbed or bludgeoned before the fire.

A video played in court for jurors Wednesday showed a Los Angeles police officer strike a handcuffed woman in the throat and use a foot to kick or shove her in the groin moments before the woman lost consciousness in the back of a patrol car.
The recording, captured by a squad car camera, showed Officer Mary O'Callaghan telling Alesia Thomas to "knock it off" as Thomas was flailing inside the vehicle. The officer threatened to "punt" Thomas in the groin, using a profanity for her genital area.
As O'Callaghan jabbed at the woman's throat with her hand, Thomas looked into the camera with wide eyes. The recording captured Thomas, who also had her legs tied with a nylon hobble restraint, repeatedly saying, “I can’t.”

Shots fired at Rocky Vista University security guard
PARKER - A suspect reportedly fired three shots at a Rocky Vista University security guard late Monday night.
According to Parker Police, the university security guard was responding to a criminal trespassing call at 10:16 p.m. in the campus' parking lot in the 8400 block of South Chambers Road.
The security guard found the suspect trying to break into a vehicle. The suspect ran away and fired three shots at the security guard.
The security guard was not injured.
Police brought out a K9 to search for the shooter, and reverse emergency notifications were sent out to the surrounding area.
The authorities set up a perimeter, but they did not find the suspect. The perimeter was taken down at 12:30 a.m. Tuesday.

One of the things I have observed that is missing the most in the security field is structure. Security leaders struggle to replicate successes from one enterprise to another largely because they are starting from scratch at every new turn. However, anecdotal evidence from client engagements shows that a rigid structure won’t fit all use cases which is absolutely true as each enterprise has its unique quirks and nuances that makes it just different enough to buck the pattern.
Somewhere between reinventing the word security at every turn and rigid structure is the desire to build repeatable patterns that are flexible enough to adapt to the unique and changing environments of different enterprises, market verticals, sizes and conditions. This is what I believe the role of frameworks plays. A framework by definition is a structure which has just enough rigidity to force consistency of vision but allows for unique adaptations within that vision.

Deals between National Guard and NFL cause a stir
At halftime of each home game last season, the New England Patriots invited a soldier on the field to honor the troops. Dressed in camouflage, they smiled and waved to the crowd during the feel-good moment.
However, the "True Patriot" program wasn't simply patriotism. It was part of a $225,000 advertising deal between the team and the Massachusetts and New Hampshire National Guard.
The military has long advertised at sporting events and during sports broadcasts as a way to reach potential recruits. But new revelations about deals between professional football teams and the National Guard have caused a stir over whether the military and the league should be more transparent about what's a display of goodwill toward the troops and what's a paid advertisement.
A report on government waste issued last week by Sen. John McCain (R-Ariz.) detailed the expenditure and questioned why the Guard spent $49.1 million on professional sports sponsorships in 2014. Some of that money funded programs by NFL teams similar to the "True Patriot" program that appeared to honor the military but were actually part of advertising agreements with the Guard.
"The Guard has claimed that states receive significant return-on-investment from these deals, but has provided no evidence to prove it," McCain's report said. "Using taxpayer funds to pay for the less tangible benefits of cobranding with billion-dollar sports leagues raises serious questions, particularly as the Guard reduces its end strength."
The first item in a 12-point advertising agreement between the New York Jets and New Jersey National Guard for the 2012 season included a "Hometown Hero" feature. During each regular-season home game at MetLife Stadium, one or two soldiers would have their picture displayed on stadium video screens and their names announced over the public address system while they watched the game from the tony Coaches Club.

Police denounced at Venice town hall session on homeless man's shooting
Anger spilled out of a packed auditorium in Venice on Thursday night as residents and activists blasted Los Angeles police officials over an officer's fatal shooting of an unarmed homeless man.
The town hall meeting, convened two days after Tuesday night's deadly encounter, drew a standing-room-only crowd at Westminster Elementary School. People in the audience often shouted down the speakers, demanding to see a video of the shooting and be given the name of the officer who fired his gun.
"We are here to listen. We are not here to be the talking heads and pontificate to you," said Deputy Chief Bea Girmala, the top-ranking LAPD official in attendance. "We are here to listen."
When Girmala first mentioned the shooting, she was quickly interrupted by shouts of "murder!" from the crowd. "Say it!" one man said.
"I am not going to say that," Girmala replied. "The investigation is still ongoing."
Those in attendance were upset over the death of Brendon Glenn, 29, a New York native who had recently been living in Venice. But they also criticized the city for what many described as a lack of resources to help the neighborhood's homeless population and called for better training for LAPD officers who interact with the mentally ill.

Suspicions about the Masonic Fraternal Police Department -- whose members trace their origins to the Knights Templar -- were aroused when various police chiefs in Southern California received a letter in late January that announced new leadership for the group, sheriff’s officials said.

Two gunmen were killed and a security guard wounded in an attack Sunday outside a controversial Dallas-area event where organizers were holding a contest for cartoons featuring the Muslim prophet Muhammad, police said.
The Muhammad Art Exhibit and Cartoon Contest, led by prominent conservatives who are critical of Islam, was ending when two men drove up in a car and began shooting at a Garland school security officer, Bruce Joiner, who was apparently helping protect the building, city officials said.
“He was shot in the leg, transported to the hospital and he’ll be fine,” Garland Mayor Douglas Athas said.
The attack lasted just seconds, police said. One of the gunmen was shot immediately by police, and the other was shot and killed when he reached for a backpack, leading police to fear the men may have brought explosives, Athas said.

"This is no longer demonstration management, this has turned into a riot,” said Capt. Chris Fowler, according to the department's Twitter.
Two of the three officers hurt during the demonstrations were taken to Harborview Medical Center “with serious injuries.” Police used pepper spray and pepper balls once people in the crowd began throwing rocks and wrenches at officers, according to the account.
Several people had been arrested and 25 vehicles had been damaged by 8:30 p.m., police said on Twitter.
The clash subsided by 9:30 p.m., according to TV news reports.
Police did not return calls for additional information.
