The United Nations Security Council was unable to adopt a new resolution today following Russia’s negative vote on a measure that would have established an international tribunal to prosecute persons responsible for the downing of Malaysia Airlines flight MH17, which crashed on 17 July 2014 in Donetsk Oblast, Ukraine.
Malaysia’s Minister of Transport, Liow Tiong Lai, who introduced the draft resolution, expressed “disappointment” after the text was vetoed by Russia, while Angola. China and Venezuela abstained and the remaining 11 members of the Council voted in favour. If one of the Council's five permanent members casts a negative vote on a resolution, the text cannot be adopted.

Former boxing champion Victor Ortiz and his brother were arrested over the weekend after allegedly attacking a man during a dispute at country singer Kenny Chesney’s concert at the Rose Bowl in Pasadena, police said.
The siblings were taken into custody Saturday on suspicion of assault with a deadly weapon and later released on $30,000 bail each, said Pasadena police Lt. Tracey Ibarra.

The gunman who died after opening fire in a busy stretch of Ventura Boulevard in Studio City on Friday has been identified as a 44-year-old Los Angeles resident.
Seth Raines sustained multiple gunshot wounds and died after police armed with handguns confronted him outside the Union Bank on Ventura Boulevard, according to Los Angeles County coroner's spokesman Ed Winter.
Witnesses said Raines fired shots into the air and toward the ground about 3:20 p.m. near Vantage Avenue. Soon after, police responded to the scene.

The pilot of a single-engine plane died Sunday after it crashed in a neighborhood less than a mile from Riverside Municipal Airport, authorities said.
About 5 p.m., fire crews responded to the 4500 block of Adams Street in Riverside on reports that the plane crashed into the backyard of a home, according to the Riverside Fire Department.
Moments earlier, the Beechcraft BE35’s pilot – the only person on board – had reported a loss of engine power, said Ian Gregor, a spokesman for the Federal Aviation Administration. The pilot's identity was not released.

A gunman walked up to a car and opened fire Thursday night in South Los Angeles, wounding a 4-year-old boy and two adult relatives, police said.
LAPD Sgt. Tim Jones said one of the adults had life-threatening injuries. The boy was shot in the hand.
The shooting occurred on the 2000 block of W. 99th Street shortly before 10 p.m., Jones said.

An 18-year-old Riverside man was arrested on suspicion of overturning two teenage girls’ lemonade stand and absconding with their pink and turquoise money box, authorities said Thursday.
Santini Tate walked up to the stand in Rancho Cucamonga about 3:45 p.m. Wednesday and asked the two 13-year-old girls for some lemonade, according to the San Bernardino Sheriff's Department.
Even though he said he did not have cash, the girls gave Tate some lemonade, sheriff’s officials said, and he walked away.

This time, Los Angeles police said four to five men ransacked his Tarzana home on Citrus Ridge Drive early Wednesday and forced a family member into a closet at gunpoint.
At about 1 a.m., the family member, whom KTLA identified as Brown’s aunt, woke up after hearing noises and saw an armed man wearing a mask enter the bedroom, Officer Nuria Vanegas said. He demanded that she not look at him.

A man with a knife who was shot by police outside a Venice coffee shop remained in critical condition Tuesday, LAPD officials said.
The shooting occurred Monday afternoon, after two officers from the LAPD's Pacific Division responded to a 911 call from the Groundwork Coffee Co. in the 600 block of Rose Avenue, Sgt. Barry Montgomery said. The caller reported a man with a knife inside the coffee shop, Montgomery said.

A program to determine whether potentially dangerous people own guns in violation of state law is plagued with delays that pose a “continued risk to public safety,” California’s auditor reported Thursday.
Auditor Elaine M. Howler said the Department of Justice, overseen by Atty. Gen. Kamala D. Harris, failed over 18 months to fully implement seven of eight recommendations auditors made in 2013 to reduce backlogs.
During the first quarter of 2015, the department had about 3,600 reports in a daily queue of persons potentially prohibited from owning guns, the audit said. The department’s goal was to keep that number at no more than 600.

Crime surged across Los Angeles in the first six months of this year despite a campaign by the Los Angeles Police Department to place more officers on the streets and target certain types of offenses.
Los Angeles recorded a 12.7% increase in overall crime, ending more than a decade of declines and raising concerns about what more officials can do to reverse the trend.
Mayor Eric Garcetti and Police Chief Charlie Beck attributed the increases to several possible factors, including gang violence, rising homelessness and a November ballot measure that downgraded many theft and drug crimes from felonies to misdemeanors.

Los Angeles police fatally shot a knife-wielding man covered in blood Monday as he approached officers responding to an emergency call of a possible assault at a Sylmar home, an LAPD spokeswoman said.
Shortly before 11 a.m., the man emerged from a home in the 13000 block of Gavina Avenue and was carrying a knife, LAPD spokeswoman Liliana Preciado said. He advanced toward police and officers opened fire.
Jason Hendley, 29, was hospitalized in critical condition and pronounced dead Monday night, according to the L.A. County coroner’s office.

OKLAHOMA CITY (Reuters) - A man dressed as a security guard walked out of an Oklahoma Wal-Mart with $75,000 in cash, a crime that went undetected until the real security guards showed up later to transport the money, police said on Monday.
The suspect walked into the Wal-Mart on Saturday in Bristow, southwest of Tulsa, dressed in clothes similar to those of a Loomis armored truck employee. He went to the cash office, signed a deposit slip and walked away with the money, Bristow Police said.

A 9-year-old girl and two men were wounded Monday night in what authorities believe were related shootings in Compton.
About 8 p.m., two men were shot outside a fish market in a shopping center near Central Avenue and Alondra Boulevard, Los Angeles County sheriff's Lt. Marc Lucio said.
The girl was shot in the leg a few blocks away near Central Avenue, he said.
Both men were taken to a hospital. Their condition was not known. The girl was hospitalized with non-life-threatening injuries, Lucio said.

A four-hour search for two girls who went missing at Los Angeles International Airport ended after police learned that their parents knew of their plan to separate from a tourist group visiting from Vietnam.
Authorities said they turned the case over to immigration officials.
The parents, who were still in Vietnam, were "not concerned and they asked for everything to be left alone," airport police Officer Rob Pedregon said.
The girls are 12-year-old Ly Camly Vuong and 17-year-old Linh Huyen Cao. They were last seen in the baggage claim area of Terminal 7 with a white man, Pedregon said.

A van stocked with fireworks ignited Thursday afternoon on Interstate 15 near Barstow, sending sparks flying and snarling traffic on the busy freeway connecting Los Angeles and Las Vegas, authorities said.
The Chevrolet box van began burning shortly before 1:30 p.m. on the southbound shoulder of the freeway near Yates Wells Road, about five miles from the California-Nevada border, said California Highway Patrol Officer Ryan Camara.
"The fireworks were exploding inside," San Bernardino County Fire Department spokeswoman Tracey Martinez said. "The truck burned to the ground."

Authorities said the woman is Jenifer Duron, 40, who was reported missing after she didn’t return home Monday from a run at a Malibu beach. She was last seen leaving her Simi Valley home in her white Kia Sorento.
The woman was found about 9:30 a.m. by a pair of bicyclists who heard her screams for help from Latigo Canyon Road, said Sgt. Jeff Del Rio of the Los Angeles County sheriff’s Lost Hills Station.
Police and fire crews called to the scene worked throughout the morning to rescue the woman from the wreckage of her white SUV, said L.A. County fire specialist Randall Wright.

A 44-year-old man impersonating a firefighter has been arrested after he claimed to be looking for a fire crew battling the Lake fire in the San Bernardino National Forest, authorities said Tuesday.
David Anthony Battle was arrested Saturday at the Lake fire incident command center, where firefighters gather to share information about the blaze and distribute equipment, according to the San Bernardino County Sheriff’s Department.
It is unclear whether Battle was trying to join firefighters to battle the blaze or attempting to burglarize the area, sheriff’s spokeswoman Tiffany Swantek said.
